You can use it for app shortcuts, toggles, etc.

As for notification toggle, there's more than the stock cm13 toggles.

The main reason behind the "nasty hack" (probably bad wording) is because the Moto G 2014 has terrible memory management. Not even changing the minfree values works fully. Go read up on it on leddit. I needed that "nasty hack" to keep the app that I was testing in RAM.

It happens with every ROM. You need kernel adiutor or something similar to edit the minfree values to make it even slightly better. I'm used to it by now, but there's a post about ram issues every few days on /r/motog it seems
