In Scandinavia, only gross negligence can get you fired. Not even contract violation is considered a valid cause for firing someone (employment laws trumps any form of contract).

you can't directly fire them for that reason, first the idea is to move them around and give them other shit to do in hopes that they're just a little dim.
Firing people willy-nilly looks bad and people have varying levels of what they consider "competent" so if managers were simply able to fire for sheer incompetency, you may end up in a situation where the manager has fired otherwise useful employees that didn't meet some arbitrary standard.

I used to work in a grocery store deli and you would literally have to take a shit on the meats to get fired. It didn't matter if you were slow or rude or wholly incompetent, as long as you didn't destroy fuckloads of product on purpose, you were fine.
