A/C is expensive because you're cooling your whole house. Technically the only part of the house that has to be cool is the part a few inches from your face. The rest of the house can stay 120 °F for all you care.
If you actually use the heat capacities and set mCΔT for the ice block and the house equal, the ice block might cool the whole house down by 0.000001 degrees, but you're feeling its localized effect in a small area.
Technically, using a freezer inside your house to create the block of ice will end up heating your house due to the 2nd law of thermodynamics, which essentially states that you'll never break even with the waste heat from the work required to move heat from cold to hot (which is what freezers/refrigerators/air conditioners do), which is why you can't cool down your house by opening up your refrigerator.
