Useless for that and since games still rely more on four fast cores than ten slower ones, there are better options for a gaming build. You can overclock it but the temperatures get rather extreme fast. Hefty PSU and liquid cooling is required if you want to get it near or at 4.4 GHz.

Who cares about someone's experience here? Its performance is well documented. Look for benchmarks.

No they aren't they are faster because they use hardware encoders, but hardware encoders have fixed settings, they can't be tweaked like you can with CPU encoding, so CPU encoding is still the primary way for good quality encodes.

If you just want fast and dirty then hardware encoding is fine.

Was looking at a 6950X for a new dev/vm workstation (coming from a 3930K)

But I found that for similar money I could go dual xeon, so now I'm leaning towards a pair of E5-2640v4 now (though 2620 or 2630 might do the job for less? hard to tell without actually using them)

I'm not so worried about gaming though - can use my current stuff for that.

I learnt it the hard way that I don't actually use any of this fucking shit. I probably would've gotten even better performance by getting a 6700K, 980 Ti, 16GB of RAM and then overclocking it to hell and back. I would probably save $1500 this way.

I have a budget of 2~3K because it will be for an association I am part of. We will get 10K shekels or even more because corrupted politicians got caught.

Games are not likely to utilize the extra core since they target main stream, which is 2-4 threads and will be for a long time

If editing and encoding is your main purpose the extra cores will be of great value, if not, get a high IPC quad core
