That cooler sucks and I'd hold off for a week or two on spending a bunch on a GPU. Might as well wait for 480 AIBs and 1060 benchmarks.

I'd rather use windows because I'm more familiar with it.
I won't be doing big overclocking so I don't really need a crazy cooler, I mainly want it so it make my PC as quiet as possible.

lets say I buy one from there, how do I install it on a brand new pc? can i use a used windows 7 disk and then put the product code that i buy from there? I'm kind of new to this PC stuff

If you're installing W7 make sure you buy a W7 key and if you have a disc make sure the key you buy is for that version of W7.

If you want to buy a different version just download the ISO for the specific version you need.

If you want W10 microsoft has a W10 media creation tool that can make a USB install of any W10 type, just specify the version you need, create the installer, then install it using the product key.

Look pretty good dude. I have an r9 290x and its def a great card but If I was making a new build Id prob opt for the rx 480 instead if you're aiming for 1080p/60fps gaming.

Dunno about that specific cooler, but I do know tower coolers tend to cause issues with high profile ram sticks. Just something to consider. You can also find noctua coolers fairly cheap on eBay. I got an nhu-12p and a nh-u14s both for less than 50$ shipped each. If you can find one cheap enough, it won't even matter if it's compatible with your board since mounting brackets are only 10$. Looks like that one wouldn't interfere with your ram after I looked it up.

if you use the Intel Quicksync hardware encoder then yeah.

Problem is the hardware encoder quality is rather poor. But if you just want good performance and adequate framerates then it's your best bet.
