Because it is based on a video codec (HEVC) and they're patent minefields. No one knows if BPG is even legal to exist (much less to actually use) due to patents. An image format like that will not go anywhere, ever, no matter how good it technically is.

Because nobody really gives a shit about a few KB. Advantage is that JPG has extremely wide support, everything can open and save it and we should just be thankful for that. Imagine we had the same compatibility hell with images just as we have it for video files or a little less for audio files. Nah, it's fine as it is.

We still have oil, there's no point in alternatives.
