What if people made bots that constantly searched Google, Bing, yahoo, etc with search terms related to child pornography? What effect would this have on the NSA / PRISM? Would they eventually stop looking at / collecting data?

Google would block the bots.

You'd have to control a botnet or spread a virus that gives google a low-level of search requests for things on the NSA's trigger lists (which are not CP related, the NSA concentrates on terrorism, not crime in general), and spread it so you can't block it without blocking many actual users.

NSA generally don't care about CP. It's FBI. Considering the amount of load Google handles, your one bot is not likely to make a difference. Also you won't get CP related stuff as search results in Google mostly.

Google receives so much things from the TOR network that you have to enter a CAPTCHA to search anything.

That would only work if all the search requests came from different IPs / machines. Otherwise just you or your IP will be associated with this shit.
