Sort of. the problem with that statement is the eye doesn't really see in frames.
Really out eyes have no FPS instead in real life we have a motion blur to our vision.

If you see something at 24 FPS and something else at say 60FPS there should be a noticeable difference. Because your brain isn't Bluring the Pictures movement so summed up.

The slowest our brain updates our visual field once every 1/15 of a second. There is a higher limit but it varies from person to person.
Going of the the lowest limit some could watch something at 15-20 fps and not notice that is choppy. That would explain how my cousin can play games at 20 fps on his laptop and claim that is smooth.
