Windows is phoning home since XP. The difference is, back then Microsoft claimed it's only usage informations (hardware etc), but you never know it for sure, since - no source code.

Windows 7 gets Windows 10 telemetry via updates. So you have only two options:

- Turn off updates and have an insecure OS
- Get the updates incl. telemetry, but have a updated system
