Hey op. Are you serious about this? I actually attempted the same thing a year ago. It's not as easy as it sounds but very profitable. One thing that sucks is credit card processing. You're technically considered high risk so they set prices for transactions insanely high. It's also tricky to find a modern company to take the transactions for you. I'd recommend maxcdn for streaming. Aws will shut you down.

If you do that, your site will be generic and pretty much indistinguishable from any other site using the same software,
you won't learn anything, and it'd turn out to be a poorly designed, lackluster site. Plus I doubt most of those "free design programs" support user file uploading

Well timewise you can master the basics of HTML and CSS in a couple of weeks, PHP might take a bit longer for a complete beginner, but it's easier than most languages. It also depends on how much functionality you want it to have. You'll want to learn about securely storing passwords and shit like that if you're going to have user accounts.
Money wise, it depends how big you want it to get, you'll need to pay for advertising, hosting, the domain, probably a better server at some point,etc.

you want good content first. that drives traffic.

2. basic web design (front-end) and (backend) is fairly easy. you can whip something together in a weekend. if you need to scale you can always hire someone.
3. ads is a monetization strategy for traffic but they pay poorly and its a crap experience. its more effective to put up a paywall after showing some free content. caveat emptor: this depends on scale: check out unique studios, cam sites, vs big studios or something like pornhub
