I just looked it up. It is called snet and is basically only in Havana. Doesn't connect to the Internet and bans porn and political discussion so the gov doesn't come after them.

You won't, at least not in its current form. Look up amateur packet radio if you want to read about people playing around with something like those Cuban mesh networks in the US. If you want it on a wider scale than just parts of a single city you're going to be using something closer to the US implementations though which do have the disadvantage of being significantly slower (1200-9600 bits per second, cutting edge in the late 80s) with latency high enough that you aren't going to be playing any games in real time. It's enough for BBSes though.

They also call it the intranet over there. The goverment had it planned in the 2000s. They wanted to maintain the island isolated while giving the Cubans an ilusion of freedom. They stil persecute people for right wing "counter revolutionary" information.
