They don't bother currently because they would have to actually compete. Intel already uses bribery among other questionable acts to maintain it's current business.

They tried, they failed. Also: profit margin would be low compared to CPUs.

On the other hand their IGPs can compete with low cost GPUs, though they are still far from comparable with AMDs IGP.

If the discussion is about video then people should really be using words like 'encode' and 'decode'
