Most fan controllers suck and you have no reason to use them on a modern system. For aircooling, a powered PWM splitter driven from a mobo header superior.
They only make sense for custom watercooling loops, and even there, ideally you want a coolant temp sensor (inline or plug) for them to be ideal. With a coolant temp sensor and a PWM-controlled pump you can vary pump/fan RPM depending on coolant temperature and maintain a very silent system at idle.
