No, but "web developer" can mean anything from "created netflix" to "changed a button on their tumblr from green to blue with CSS". You get a lot of people on the far right of the spectrum using the title.
Webdev languages are also generally easy to pick up and shoot yourself in the foot with, so you see a lot of shit code copy pasted off stack overflow that barely hobbles along from people who have never actually learned to program formally wouldn't be able to get a hello world in C to compile.
