But that is STILL an absolutely retarded decision to make when buying a PC today. To skip out on DDR4, but not invest the money saved elsewhere, like an unlocked CPU, additional cooling/storage, PCI-E SSD, or 2nd/more powerful GPU.

Incorrect. The i5 6600 supports both, so if you buy the B150 board, DDR3 is fine. Just make sure you buy whatever your board supports.
