OP I literally was working on this issue, do you by chance have an MSI board with killernetworking on it? You may need to update the drivers on the killernetworking card. I am talking about completely removing whatever killernetworking shit you have on their now and just reinstalling their killer suite killernetworking.com

Err... no, actually. Unused CPU time is time the CPU gets to sit idle and use up less electricity. If your CPU is at 100% all the time, it's going to use a shit ton of power, and probably generate a lot of heat.
