Because the people that work in the government are usually the most incompetent programmers out of university. Anybody with any ambition ends up going into private sector because there is just more going on. People who generally do bad in college/university, write shit code that is just enough to pass, etc. go into government because it is a stagnant area where there is no growth or progression and you can easily get by by doing the minimum possible.
Ive seen this time and time again with people in my class who write shitty spaghetti code that doesnt work yet somehow gets a pass, when I ask them where they want to work its almost either "the government" or "business".

Most government websites are north of 20 years old at this point, so you can't expect them to adhere to modern design standards.

Italian gov has a website for all teachers from grade to high school to log into, set up online student records (which overrule the paper records kept at schools) and get their work mail on.
Up until 2 years ago it used to mail back lost passwords as plaintext to its users. No clue if anyone ever fixed that.
