There are couple of options present: 1. It's all a rouse for some quick buck. They got the names from kasperksy and snowden reports, and they named some working tools with them to lure the investors. 2. It is all real. Somebody hacked nsa, got some outdated tech, or sat on tools for a long time and is now throwing them out for a quick buck. 3. Or it, it's intentional release by the sigint itself of it's old and probably uneeded tools, so the exploits get patched, and ruskies are hopefully left out of unprotected civil stuff.
The third is mostly only my guesswork. I'm not even sure what was used for dnc leaks, but if old sigint exploits were used, then it's in their interest to plug that hole for good, and the least unobtrusive way to do it, is by causing some small shitstorm from use of those exploits by third parties, and then let the victims of exploits fix them themselves.
