Surface Pro 3 does, HP's business tablets do, Dell's Business Tablets do, Samsung's TabPro S does, and I'm literally positive that models from other manufacturers exist with various levels of LTE/4G support.

WWAN radios and bands have changed more in the last couple years than even phones can keep up with, let alone Gobi's WWAN modules found in everything. i own a z8300 in a different tablet, the entire package, including display (10.1inch), memory, storage, audio, chipset, USB and peripherals, runs on 5v 2A, or roughly 10 watts.

Issue I imagine with the Surface is in it's hype that it's a tablet that can be a full PC is that developers aren't inclined to make a touch minded application. They just develop a (desktop) PC application and add touch support as an afterthought. Or instead designing a genuine touch interface, they just assume people have a keyboard. And if they don't then just have them use the on-screen one.

Got a Chuwi 12". 2k screen, 4gb ram. Lasts about 6-7 hours for windows apps and an hour or so more in Android mode.
Use it with a windows kitchen design program and renders are a liitle bit slow but not ridiculous.
Windows 10 aint a great tablet os but it works. The android 5 side is fine.
Still using my old ipad tho coz of existing games and habit.
