High life probably means a high quality of life. Think nip land outside of the larger cities where the women live to be 100, people usually walk or ride bikes, or use public transit as opposed to driving cars, they have a high quality of life with a relatively low level of technology, people are engaged and work, but not too engaged and don't work too hard, their diet is good, but not excessive.
I don't mean to sound like a weeb, there's other places too where the quality of life is good, that's just most of what I can think of

Let me introduce you to the number one example: Yokohama Kaidashi Kikou.
It is (apparently) about serenity, calmness, enjoying the simple life and the occasional 180 degree plot turns straight into [spoiler]cyberspace[/spoiler].
About 140 manga chapters were published over 12 years. Highly recommended. Many clues. No clear explanation. i wish it had continued.
A few anime OVAs were also made.
