Because I want a small phone to put in my back pocket on bike rides that is capable of taking camera-tier pictures. I got memed into a z3c, but the camera is fucking awful, takes blurry grainy photos then sharpens the fuck out of them. Any light play on foliage becomes an indecipherable pixel salad dressed with jpg artifacts. I need to get rid of that piece of shit and get something that can actually take a picture.

Go with the Wiley, I have an OPO and having official Cyanogen support is fucking great. Meanwhile if you buy Motorola, expect Android updates a few months after their release and probably no more updates after a couple of years. Also you really want that 2GB of ram and 8GB storage will be filled in no time.

Two reasons, number one, I'm poor, number two, I am in the US going to Europe soon, for some god damn reason phone in Europe are anywhere between $100 and $200 more than their US model, so many phones we'd consider reasonably priced in the US don't have the 4G bands to work in Europe or become so pricey that it makes sense to buy a iphone for $400. Prices in Europe are wacky and on top of that there are regional differences and it becomes very difficult to order a phone from one state into another state because reasons(??) they won't ship it or want to be paid with a credit card from that state only.
