Possible variations goes up exponentially with every new character or symbol you introduce. Removing all passwords 1-7chars and all passwords only containing letters or numbers isn't even 1% of all the passwords those rules force you to use.

Any forced reduction in possibilities is a gain for bruteforcing. When you have a guide to what the possibilities are you reduce the workload.
Especially when you consider that most people are lazy and will use the minimum length password or just add a number to the end to make it longer.

Again, lrn2high-school math: It's a gain of less than 1% retard, the password will take 39 weeks 6 days to crack instead of 40 weeks. Compare that to having thousands of users have their "abc123" passwords cracked before you even discover someone hacked your database.

Usually it's dictionary attacks and they handle these types of passwords rather well.

Which is why the only concept here is to use languages for which dictionaries have not been written, fictional or dead, or just very obscure.
