U-series (ultra-low-voltage) 2-core 4-thread only, which means this would get its ass handed to it by any desktop processor.
I only saw Main Profile promised, which means not the High Profile HEVC you'd actually want to use for 4K at a relatively reasonable bitrate. Remember also that 10-bit is the standard for HEVC, with 12, 14 and 16 being the extended (good) ones.

What are you playing? Because at any given time you're only going to get 3 of those things.
The only 10bit 4K you're getting is HDR Blurays, which aren't 60 FPS.
Anything 60 FPS sin't going to be proper 10bit on 4:2:0

Edge has the best video playback of any browser. Even piece of shit $150 notebooks can run videos at 1080p 60 just fine on it, some even 4k.
