I need a Linux distro that is as stable as Debian, easy on battery life, takes up less than 700MB of ram, supports tablet PCs, and is not Ubuntu. Whats the one for me?

If you seriously think this is something that depends on your distro, you will be sorely disappointed when you go looking for a distro that is easy on battery life.

if you meant "as stable as Debian but isn't Debian" then CentOS. there's a minimal iso on their website which i believe is around 600MiB. if you need a DE then find out what the minimal ones are, i'm no expert.

Then you'll get about 50 minutes of use out of it on any other distro too.
You can either get a new battery or configure TLP properly.
