I'm a worthless NEET with no idea how to do that though I'm ok with computers.
The app itself won't be particularly complicated. Kind of a similar concept to Tinder.

Try to learn Java. Also there's xamarin studio implies you can make cross platform (iOS and Android) apps with C#
Learn java and get android studio.
If the app needs communicating with remote services (99% of times) also learn a backend language like php/python/ruby and look into REST services.

3) google the functions you need, or ask on stack
