I hear it's only been happening for over their air updates. Connecting to the computer and updating via iTunes is fine. Also if it does happen, Doing a restore via iTunes will fix it. But either way, do a backup first.

There was an issue with the OTA update when the update was first published, basically put devices into recovery mode.

Apple found the issue and fixed it within an hour.
