1- The temps dont matter, the TDP does as far as space heaters go
2- That looks shooped. The fan controller in my PC crashed and turned off my CPU fans. I walked in on it in a similar situation and temps and it had underclocked itself to ~1ghz.

You obviously didn't install the cooler correctly
you either failed to install the stock cooler
put a sticker on the cpu
didnt install the thermal paste
or your sensors are fucked
It's not really possible to install an Intel stock cooler incorrectly. It'd just fall off if you didn't push the pins in all the way.

You can read the fan speed so it must be plugged in
The fan is definitely working (I can hear it from halfway across the house)
The stock cooler comes with thermal paste applied but I built my PC almost 3 years ago and have never touched the cooler since installing it
Why didn't you fix it in those 3 years?
It was working fine when I built it. This issue has been getting gradually worse over the last ~6 months

Intel stock coolers use plastic pins that push through the holes in the motherboard. There are no screws.

I was considering taking this as the opportunity to purchase a decent big air cooler or liquid cooler that would be a bit more future proof as well as allowing some overclocking headroom.
you still have to turn the knobs to the right
pretty sure that is to remove it. you just push down the tabs to install it
No cooler will be enough when you don't install them correctly
