Where does this silly term come from? One does not "format a PC". Anyway, what's with the obsession with the formatting process of all things, it doesn't accomplish anything constructive by itself, it just deletes the previous filesystem. It's the installation of the OS and associated stuff like updates, drivers, runtimes, programs etc. and their configuration which is the real work.
