It started happening after i installed Google Chrome. It does it once a day a few minutes after I have started my computer and launched chrome.

My mouse cursor also is more busy when chrome is open, and the web browser doesn't even need to be in focus for the cursor to start being busy

Trace calls to external libraries, locate calls to the sound library, google for the method signatures and find the argument that passes the pointer to the audio file.
Resolve the pointer and you have the address of the audio file.
Dump into a file and enjoy.

Why am I never reading about Linux distributions based on Windows 8?
I want something that's actually usable on a tablet. Windows 10 is atrocious there and Linux absolutely shits the bed, while Windows 8 would have needed some optimization but generally had the right idea.

Instead we get MacOS/Windows 95 clone #275 on an already over-saturated market.

Win7 user here.
Its full name is "Microsoft Compatibility Telemetry".
It rummages through your computer to see whether it can be updated/upgraded and reports back to Microsoft.
I believe it came out during the Win10 surprise installs. It sits in your System32 folder.
