Because we're autistic and the quality of stuff we like isn't readily available (if at all) on public trackers.
Tracker staff usually do it for the same reasons people run gaming servers and communities that don't make a profit. Just for fun and being part of something bigger.

Well, some people really love running communities. I'm one of those people. I love running forums, IRC networks, and obviously sharing digital content. There's not a lot of risk as long as you're not a fuckhuge TV tracker with zero opsec.
Oh, and being able to download everything without anyone knowing and having zero consequences.

I know some of them sell your information and all that, but what about the legitimate ones? Plus, why not just use a VPN and public trackers? It's a risk, sure. 1. scene has been around 20-30 years and has a LONG tradition of quality. it has been a trustworthy source of rules and trumping ("proper" in scene terms) for a very long time. if we're talking "am i on a public tracker looking for something?" then give me the scene copy all day every day.
