because speccy is showing you the actual operating frequency of your memory.
DDR means double data rate, it achieves this doubling by signaling on the up tick AND the down tick of a signal.
So it's operating at 1066MHz, but when you double that you get 2133MHz, the speed of your RAM.

I know it seems weird honestly but I had an fx8350 that crapped out so i had to get a new cpu which is why everything seems like its from 2 separate times
I would say get a single 1070, as its much less hassle. I checked out speccy myself and it apparently shows each ram stick's frequency. Multiply that by how many ram sticks you have. I would say get a 1070 for now your ram is ok after all.

also i use a nzxt kraken g10 cooler on my cards. would I be able to use it on the 1070 as well?
Just average. I've been thinking of upgrading the GPU. Any recommendations? Also, does Speccy not recognize DDR4 RAMs?
If you get a card with good enough inbuilt cooling (gigabyte are good at this if I recall correctly) then you don't need a cooler, but if you have it anyway then I don't see why you can't use it.

At least it's not as bad as my setup, when you enable the XMP profile if the XMP profile requires the CPU S/A voltage get adjusted my motherboard just ignores that and keeps the CPU S/A voltage at stock which causes it to boot fine, but bluescreen at the drop of a hat every 30-60 minutes.
Took a few hours of fiddling in the BIOS to figure out what it was doing.
