Makes sense. Google is the backbone, brain and the billions of nerves in the modern web. They alone through their search results are capable of influencing more people on this planet than anything else - not through providing answers to political, social and economic questions, but by selecting sources, curating references and deciding what is and what is not the best result. It is important the elements that provide the result are transparent and uninfluenced by Google's own circumstances (i.e. by the fact Google work closely with the US Government).

Of course - there's no policy that can fix this. Not while Google's entire business model depends on individuals and businesses manipulating their position within Google's own results. Even if there was, an industrial paper written by a shadow minister three years before a general election that is expected to result in the demolition of his/her own party isn't where it would be done.
