long story short is that all the 1st tier trackers along with some reputable 2nd tier trackers will work together to global ban you the title of 'cabal' tracker only really applies to the old top dogs which was wcd,ptp,btn.bib but it's basically been replaced now with the tier system every tracker uses, your rank depends on who recruits from you and the quality of your stuff along with how hard it is to get into it
AB isn't tier 1 for example because no one recruits there that's decent but if ptp were to recruit from them they were shoot up to tier 1 as they're hard to get into and have autistic encodes
