This thing is a proper codec but only if the file is big enough or if you must go extremely low file size. It is not better on very low file sizes compared to x264 on large file sizes/high bitrate.
Furthermore, when the original source is x264, only a sperg would believe any kind of encoding could improve it.

File sizes will only grow with the average speed of the internet and that really hasnt changed in over a decade.
Hell here in ausfailia we've gone from 25mbit in 2003 give or take to 25mbit or less in 2017

x265 is supposed to be same quality at half file size
so it would only make sense to encode it at half the bitrate.. but most people encode it at much lower than that.

More like 75% of h264 at 480p-1080p (and slightly better at 4k).
The thing with HEVC drama is that it is biased towards some really divisive psychovisual tricks - some people are inclined notice, while others won't.
Typical are posterization artifacts h265 relies on heavily to compress into low bitrate while looking "crisp". At a same bpp, x264 would sure band a bit too together with ringing, but overall you could still see a gradient on surface where there is supposed to be one, instead of a weird, out-of-place, cartoony opaque blotch.
