Solus has a 3 seconds boot time and no packages.

Ubuntu is the best for beginners but controverted, I'd recommend you this one.

Archlinux is nice if you already have a little knowledge of how a computer works, which is probably not your case.

FreeBSD is stable, secure, and supports all Windows NT drivers OOTB, but doesn't support systemd.

OpenBSD is extremely secure, which is a side-effect of having simply very good code, but is not for beginners and again doesn't support systemd.

Maybe Fedora is nice but I don't understand why.

Mageia has a powerful system frontend called drake.

Kali Linux is nice for offensive security and has pre-patched wireless drivers for aircrack-ng.

Raspebian is great as a home server (MPD instance, Twitter bot, media player, etc.).

So if you want the "best", just pick the one that best suits to your user case.
