You keep thinking like a filthy capitalist, you don't need money to innovate, remove money from the equation. The incentive is your personal freedom to pursue your desires, not artificially skewed by some personal benefit. Its to the benefit of the people.

Severely regulated and slower to develop but very reliable.
The only regime that came close to what modern communism was about was Yugoslavia of the 50'-80'. Most of the electronics products were developed within the country and they were actually made really good. Also there wasn't a ban on importing stuff that couldn't be developed homeside like PC and circuitry (yes even fucking Apple stuff!).
