If you design a program inside of the simulation, than the program is part of the simulation, that means it is part of the simulated world.
Its like a stickman on a peace of paper draw other objects around him. Those objects will always be two dimensional, regardless how realistic and plastic the objects look. Its hard to think the dimensional (not only spational) transition between this intelligent stickfigure and our world.

It's entirely possible that the universe this simulation exists in is also a simulation but by no means does this universe being a simulation mean that the parent universe is definitely a simulation as well.

I see it this way: if this universe is no simulation, then it ends there, which means that for some awkward reason in an infinite pool of non-existence there has been the miracle of existence popping up which are divided in two.
The other scenario is that if this universe were a simulation ( it doesn't necessarily need to be a computer) and you manage to flee, you'd end up in a universe where the possibility of simulating are very real, thus creating a higher chance that they could also be victim of simulation. In a sense we have the same phenomenon, look at one of our 'simulated worlds' eg a Mario game. For our understanding it is bare-boned and you can say that it's in no way a sophisticated simulation, but if you were that plumber having dreams of having Sex with peace and hate going to work everyday jumping on global and wonder what created him, he would be in the exact situation I am talking about. Well, let's see it this way: what makes a simulation to a simulation? If we were in a computer, we'd still be embedded in the matrix of that universe, the atoms, or whatever their smallest building block would consist of at a certain diameter (namely the pc), we would actually exist in that world at specific coordinates. Just like when you play doom on your pc, the 54th '0' on the second segment of your ramblock consists of some matter or energy, if you take that away there would be a glitch in the game. So, if we were a Sim your body is a representation of information which may not be 1:1 identical to the higher level, but is embedded in that same sense that if manipulate that coordinate information in you would change/ go missing... Okay that did not help my argument with multiple simulations, kind of lost my train of thought while writing :^) I'll regroup and comeback for more (maybe recursion + base case? simulations are problems solvable through algorithms...
