why hasn't there been more improvements in low light tech? also is there a physical limit for how good film can get for low light?

It's called a flash.

Phone camera "flash" is good for 5 feet. Camera flash washes everything out.

Film? uuuh. sensors nowadays. and they're constantly getting better. IMO optimization for low iso's is better than for higher ones. I'd rather have great low iso performance and shit high than mediocre both.

try off camera flash and bam, great pictures in low light.

Phones are neat for taking a quick snapshit. But if you worry so much about image quality you should learn some basic photography.

For nice lighing try to create indirect light with the flash.

And for gods sake, don't use the horrible on-camera flash, it just gives everyone red eyes.
