What ever agreements you have with other non-ISP companies is your business. Many users don't use the internet for interacting with those other companies so when you buy a contract with an ISP for your business applications you can be assured that your information isn't being sold without your explicit permission

This happens because given the chance, already established companies WILL keep competition out as it keeps their profits high. They build the infrastructure, claim rights to it, and don't let anybody else use it, ever. The regulations set by the FCC simply stated that they have to either give access to their infrastructure or give access to the poles so that another company can build infrastructure (because if every company set up it's own poles, there wouldn't be sidewalk left to walk on). They're the kind of anti-monopoly and unfair competition curbing regulations that just about everyone agrees on.

Those companies receive MASSIVE fucking subsidies from the government to build out their infrastructure. The government or municipalities can't do it themselves, because people will scream "MUH SOCIALISM". Oh, but you can't actually set rules on how they use that money;that's regulation, and regulations are socialism.
