Client asked for the vector file and I provided them with the .ai and the PDF but they're still not satisfied. Are they retarded in thinking they need something with a .vector extension or am I retarded and missing something here?

you need to redraw it on paths probably, check for convert to curves....
Converted to vector with an online tool and it's got all these holes and gaps in it. Back in the day I could convert a bitmap to vector shapes with no problems in Flash, why is it going to aids in illustrator?

I got it. All I had to do was a trace as a high fidelity photo -_-
I don't know why the sign guy couldn't do that as he had access to the illustrator file.
And I'm not a designer by trade, I just offered to help my boss.
