It was a suggestion that was adopted by the Royal Orthographers in the 18th centurt when Spanish was being standardized, and became full standard in the 20th. It's fairly recent.

You can easily understand what both mean but the one with proper question marks is more clear and direct on where the question is. If you only use ? it looks as if the whole phrase was a question.

Spanish speakers like to raise their voice towards the end of the question so i think it helps the reader identify the question early.
