I think their reasoning is that this Vault 7 bullshit revealed that CIA were using system vulnerabilities just like some teenage leet hacker would. If those vulnerabilities are found by the developers and patched, then patching your shit WOULD prevent them from exploiting those vulnerabilities, provided they were found and patched.

What they don't consider, however, is that such vulnerabilities can go decades without being found, and therefore (virtually) never be patched out; they also don't consider that the CIA likely has other ways of monitoring your data or compromising your system that don't require exploiting bugs.
