In both Afghanistan and Iran, the secularism of the PDPA and the Shah respectively were historical anomalies. Both only existed thanks to external support (the USSR and the US).
When the USSR pulled out of Afghanistan, and the US refused to back the Shah in the Islamic Revolution, both returned to their regular states of equilibrium.
The "progress" of secularism in both countries was largely artificial.

Subjunctive, and impossible to tell, but very unlikely in either case.
The largest reasons the secularism failed in both countries is because it was imposed top-down, and didn't come bottom-up. Afghanis and Iranians hated the forced secularism, since both populations were largely religious.
Perhaps there wouldn't be the Taliban in its current incarnation, and maybe Iran wouldn't have gone full theocracy, but both would (in all likelihood) be very durka, in their own ways.
