Dude, five seconds on Google would have saved you a lot of embarrassment. Only some of the parents related to x86 have expired, you can't build an x86 CPU without getting sued by Intel/AMD/Via.

IIRC Intel still holds the patent on modern x86 and licenses it to AMD, AMD wrote the original 64-bit extension for x86 (x86-64) and licenses it to Intel so they have a sort of weird mutual license lock. VIA on the other hand actually reverse engineered x86 (and later x86-64) for their chips and Intel tried to sue them for it but the court said that it was okay because VIA had implemented it themselves without using copyright material.
