There are loads of ways of identifying web user which work at different levels. Even if you discard most of them by using HTTPS the site which you visit can still be penetrated by CIANSAFBI and it can go unnoticed in worst case. Activity profile (i.e. the set of web-sites you visit and sequence of visiting them) is another way of identifying user which does not use public gateway.
Using VPN and Tor Browser with Tor proxy enabled inside VM is reducing your security to security of VPN provider. Say, if you chain multiple VPN providers from different countries you are 100% anonymous because no country has a power in all other countries yet. If you do that your only flaw would be to do something what identifies you.
Being 100% anonymous is possible given that you can control and shield the software you use. That is why there are lots of cyber crimes. Being 100% anonymous is only possible if you use new IP for each web site.

Sorry to tell you OP but all your efforts to hide your misdeeds are worthless. Even if you use a proxy (or 7 proxies) you will eventually be found. The MAC address of the device you are using is being tracked.
That is to say that if you use your "lab top" and connect via Tails, or through TOR, or even a public Wifi hotspot to do some criminal activity like look at and download child pornography or transfer US secrets to Russia, you MAC address will be logged. The same MAC address will be logged when you go home and log onto your home network, that your mother pays for.
Every time your device (home computer, "lab top," cellphone, etc) and the MAC address associated with that device, connects to the Internet, the exact date/time, IP address, etc is logged. This info is stored at NSA. It just takes a reason for it to be looked up, tracked and found.
And you WILL be found.

Chaining VPNs does help because it is unlikely that all of them are NSAed.
