Right, but if the ISP watches the packet go from A to B they can still figure it out. Obviously what's on that packet is still encrypted, and the packet is probably unlikely to stay on one ISPs tubes the entire time.

Here's how I figure it:

VPN -> TOR
In this case the VPN provider knows that you're using TOR. He knows your actual IP, but not the shit you're doing. Your ISP knows you're using a VPN, but not that you're using TOR.

TOR -> VPN
Here the VPN provider doesn't know your IP, but he knows that it is the same you anyway (as in your login/password). Your ISP knows you're using TOR and your IP.
