i think the way they make anime is they set up a series of glass panes with a camera positioned above them. the background is painted on the bottom pane, the characters and props on the ones above that, and the subtitles on the top one. the camera takes a picture, the images are moved, and the camera is advanced by 1 frame and takes another picture
