I work for Time Warner and we had the meeting today. They are going to offer the packages in the spring of 2018. It won't be a VPN. They are going to buy special encrypted servers for the new packages. Comcast is also coming up with some packages to hide peoples browsing history. Privacy will be a competition. Who ever can hide it the best will win customer loyalty.

You would have to trust them I'm order to even consider this and by them selling it they are saying they are not trust worthy. If it's life and death never trust a company and if it's not how important can your privacy really be? Being able to be truly anonymous on the Internet is a valuable and pretty rare skill otherwise everyone would be carding their assess off. If the illusion of privacy is important to you a VPN will suffice but nothing will stop a state level adversarry.
