If you wanted to completely change the sex of someone to female, you would also need to change the genitalia, and you would need to add a uterus. For the former case, there are already numerous procedures, although the semblance to a real vagina is debatable. For the latter, there is a clinic on Cleveland that has been working on trying to find a way to transplant a uterus. In a few decades, I would surmise that both processes will be replaced with 3d-printed organs.

Ultimately changing your chromosomes as an adult wouldn't cause you to go through prenatal sexual differentation again so I wouldn't worry about that.
The problem isn't really one of DNA it's more of the body you already have. If you're a a big guy with male bone structure you can be a big gawky woman but not a cute anime girl.
