A copy of full Office 2016 is $399 from the Microsoft Store.
I bought a key from this dude for about $7.50, downloaded the software from Microsoft's own website, activated it using the key, and now I've got the full Office suite including Access/Publisher.
There was something about the keys coming from PCs that had the software uninstalled in the auction description, but that's it.
So what's the catch?

But the guy has a ton of positive feedback. Not only that, he's sold over 2,000 of these keys over a long period of time. A lot of people would have complained if it stopped working.

Likely Microsoft is allowing multiple installs with the same key, so they're just selling them 1000x times each. It's probably not the "bought with stolen CC" scam since they can do better with games, getting ~70% of the original price.

The seller is in the UK. The conversion rate to usd was like ~$7.

I have the chance to buy a copy of Office through work for about that price, but the key will expire if I quit.
It might end up not being legit for some reason but you'd only be out a few quid.

Look at their feedback from 6 months ago. Look how varied it is. Also, they were selling a lot of some physical item. If it was a scam, they've have a ton of negative feedback.
in the EU it's a right to re-sell software and thus to buy used software. in the US not.

However, in this day and age where malware can be slipped into any thing and the need to keep everything updated to ensure exploits have been patched, who wants to go dicking around on some shady torrent site where one single accidental click on a porn/gambling can mean a trip to Russian Botnet City for your PC?
